How it works

The line

Every coin launched on Hotline is a normal pump.fun coin whose creator is a program account. Its creator fee fills the coin's line vault; anyone can also top a line up (at least 0.01 SOL, not refundable).

• When the free vault reaches 0.05 SOL the service buys a US local number for the coin (never toll-free, inbound only) and writes it on chain.
• The line stays open while the free vault is at least 0.015 SOL. Below that it closes: callers hear an 8-second "line closed until the next fees" message and no AI time is spent.
• Closed for 30 days: the line retires, the number is released and what is left in the vault buys back and burns the coin.
• A vault above 10 SOL sends the excess to the same buyback and burn.

The split

Each creator fee collected for a coin is split on chain: 80% to the line, 15% to the dev (claim any time on Mine), 5% to Hotline. Launch fee 0.02 SOL. Dev buy at launch: up to 2 SOL and 10% of the supply.

Billing

The phone and AI costs are paid first by the operator. Once a day the service posts one bill per line (calls, seconds, a hash of the call log). The bill can never exceed:

• 0.06 SOL per line per day, and seconds x 0.003 SOL/min + 0.0004 SOL number rent;
• 60 min of talk per line per day;
• the line's free vault, and 5 SOL across all lines per day.

A guardian re-checks every bill against its call log and can veto it during 6 h; vetoed money stays in the line. Anything over the caps is the operator's loss, never the vault's.

Calls service rules

• The character greets every caller with a fixed notice: it is an AI, the call is recorded, press 9 or say "off the record" to keep it private.
• Longest call 180 s. Per caller: 2 calls per line per day, 10 minutes a day across all lines, 60 s between calls. Hidden caller IDs are rejected.
• The character never talks prices, never gives financial advice, never claims to be human and never asks for personal data. Characters are moderated before launch and bound to their on-chain hash.

Clips

After a call of 30 s or more, up to two 15-45 s moments are cut and filtered (personal data, slurs, callers naming themselves). The coin's dev approves or rejects each one with a wallet signature within 48 h. Approved clips are posted by the Hotline X account, at most one per coin per day. Caller voices are shifted. Recordings are deleted after 30 days.

Parameters

Who can do what

• Relay (the phone service key): buys / releases numbers, posts at most one capped bill per line per day. Payee is fixed.
• Guardian: vetoes bills and can revoke the relay instantly. Cannot move SOL anywhere else.
• Admin: pauses launches, top-ups and character changes; changes parameters with a 24 h delay. No path to any line vault.
• Dev: claims the dev share, changes the character (24 h cooldown), approves clips.
• Anyone: collects fees, tops up a line, finalizes bills after the window, retires dead lines, runs buybacks.
